PROGRAMS

Department of Transportation has a long-standing commitment to
providing procurement opportunities for the small business
community. A number of key programs are in place to implement this

Disadvantaged
Business Enterprise Program. A program to assist companies
owned by socially and economically disadvantaged individuals in
accessing contract opportunities under DOT's operating administrations.
Entrepreneurial
Training and Technical Assistance
Program (ETTAP). This program is implemented through
partnership agreements between DOT and various Minority Educational
Institutions to provide transportation-related technical assistance to
small, women-owned and disadvantaged businesses.
Transportation
Equity Act Model (TEAM) Project. Through a group of
regional organizations (TEAMs), this project provides assistance to
small disadvantaged business enterprises in accessing procurement
opportunities under mega design-build projects funded by
DOT.
DOT
Short-term Lending Program (STLP).Provides
short-term working capital (revolving lines of credit) to qualifying
DBEs that would otherwise face difficulty in performing under
transportation-related contracts. For additional information about

Bonding
Assistance Program (BAP). Provides bid, performance and
payment bond support for qualifying small, minority and women-owned
businesses working on transportation-related projects. For
