DEPARTMENT OF HEALTH AND HUMAN SERVICES :: The function of the U.S. Department of Health and Human Services (HHS) is to protect the health of all Americans, especially those who are least able to help themselves.  HHS oversees more than 300 programs covering a spectrum of activities including medical and social science research, food and drug safety, Medicare/Medicaid, and child support and protection services.  With procurement spending at about $4.1 billion in FY 1999, HHS is rated among the top Federal procurement agencies.
