DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT :: HUD was created as a cabinet level agency under the HUD Act of 1965.  The Department's mission is to provide "a decent, safe, and sanitary home and suitable living environment for every American."  HUD achieves this mission by 1) creating opportunities for homeownership; 2) providing housing assistance for low-income persons; 3) working to create, rehabilitate and maintain the nation's affordable housing; 4) enforcing the nation's fair housing laws; 5) helping the homeless; 6) spurring economic growth in distressed neighborhoods; and 7) helping local communities meet their development needs.  HUD engages the services of private vendors and contractors in carrying out many of these functions.  (Source HUD Web Site).
